Introduction
HKIAC acts as an accredited Adjudicator Nominating Body under the Security of Payment Scheme for Public Works Contracts currently operated by the Hong Kong government for the adjudication of disputes in public works projects (the “SOP Scheme”). As an accredited Adjudicator Nominating Body, HKIAC maintains a dedicated set of rules, fees, and resources for adjudications conducted under the Security of Payment Provisions for Public Works Contracts (the “SOP Provisions”).
Security of Payment Adjudication Rules
The Security of Payment Adjudication Rules have been developed by HKIAC as a means of supplementing the SOP Provisions, detailing HKIAC’s functions as an Adjudicator Nominating Body and providing complementary procedures for the conduct of adjudication.
The Security of Payment Adjudication Rules are designed to interact with the SOP Provisions and are not intended to act as standalone adjudication rules. For adjudications that do not fall within the scope of the SOP Provisions, please refer to the HKIAC Adjudication Rules.
SOP Panel of Adjudicators
HKIAC maintains a dedicated Panel of Adjudicators approved to determine adjudication disputes under the SOP Provisions.
Application Fee
HKIAC will charge an Application Fee of HK$8,000 for performing its services as an Adjudicator Nominating Body under the SOP Provisions. For details as to how to pay, please refer to HKIAC Methods of Payment.
Fees for Adjudicators under the Security of Payment Scheme
HKIAC maintains a fee scale for adjudicators appointed by HKIAC under the SOP Provisions. HKIAC’s fee scheme is based on hourly rates dependent on the amount being claimed in the dispute, as detailed below:

For adjudications that do not fall within the scope of the SOP Provisions, adjudicator fees are calculated in accordance with the applicable rules, including the HKIAC Adjudication Rules.
